Not the PAB, but Outlook Contacts

There's an Excel Template in the Developer Domain Sandbox ->Lotus Sandbox<- that takes a CSV export of an Outlook Contacts container and easily import into a Notes Personal Address Book. I haven't seen anything of late that goes directly from a PAB file but you could always use this as a start.

I've used it previously and it's simplicity is its strength.
